It's just something the Cornwall Wildlife people have come up with. Some of the really old churchyards in the county get left without having any grass cut through the spring and summer. It's supposed to make a home for wildflowers, birds, butterflies, mice, etc. There are small mown paths so you can walk through, but most of it is long grasses.
